The total site area is not the area that has to be maintained. A 3,000 m² plot with 1,200 m² built on has 1,800 m² of green, and of that perhaps 400 are banks or edges that need a brushcutter rather than a mower. Effective area is what counts.
This is the heaviest factor. In Panama, with the rainy season running from May to December, grass grows fast. A site that copes with a monthly visit in the dry season needs two or even three in the wet. A fortnightly contract costs more per month than a monthly one, but usually works out cheaper per visit, because the crew works on grass that is under control rather than rescuing scrub.
Can the truck get in? Does equipment have to be carried up stairs? Is the site in Panama City or an hour and a half down the highway? Is there water and power on site? Can work happen in normal hours, or does the building only allow it on Saturdays? All of that turns into man-hours.
Cutting grass is one thing. Maintaining shaped hedges, palms, seasonal flower beds, an irrigation system and pest control is quite another. Define clearly what you expect to find each time the crew leaves.
Quoted separately, because they are one-off by nature: fertilising, turf reseeding, plant health treatment, irrigation installation or repair, and the felling or major pruning of trees, which needs certified equipment and crew.

Here the contract is annual and on a fixed schedule, because the board needs to budget. Consistency is valued highly: same crew, same day of the week, a report to the administration. It normally covers common areas, car parks and the perimeter.
The requirement that changes everything is industrial safety: crew with protective equipment, induction, insurance and sometimes compliance with the client's own contractor policy.
