We don't start from the assumption that the answer is yes. We determine it: comparing rock wool against every relevant insulator by performance, moisture, fire, durability, cost and installation.
Rock wool doesn't win on conductivity: PIR insulates more with less thickness. It wins on the whole package: it's non-combustible (holds integrity above ~1100 °C), has excellent acoustics (useful against rain noise on metal roofing), is hydrophobic (dries and recovers its R-value) and is mold-free. It's a very strong option for Panamanian roofs, as long as the installation keeps it dry.

Non-combustible (Euroclass A1-A2), holds its integrity above 1100 °C. Under a metal roof that heats up, that's a real safety advantage.
Outstanding sound absorption (NRC close to 1.0). Reduces rain noise on zinc, something foams can't match.
It's hydrophobic: water runs off, it dries quickly and recovers its R-value. No fungal growth (ASTM C1338).
Dimensionally stable and durable, with densities from 40 to 200 kg/m³ depending on use.
Rock wool is an excellent candidate for the Panamanian home's roof for fire safety, acoustics and moisture, but it's not a universal winner. The best solution is the whole system, not the material with the best isolated number.
