Do I need a permit to fell a tree on my property in Panama?

In general, yes. Tree felling or pruning is regulated by the Ministry of Environment (MiAmbiente). Under Resolution DM-0055-2020, a permit is required when the tree poses a danger, for phytosanitary reasons, when it damages infrastructure or when it must be removed for construction or expansion. How much does the felling permit cost at MiAmbiente?

According to Resolution DM-0055-2020, if the reason is a dangerous tree, a phytosanitary reason or damage to infrastructure, the permit has no cost. When the felling is for construction or expansion, the permit costs 50 balboas. The felling work itself is added to that. We guide you and handle the process.

What documents are needed for the felling permit?

Usually the property title or possessory right to the land, a copy of the owner's ID and a note addressed to the MiAmbiente regional director requesting the inspection, with the site address and photographs of the tree. When is a permit required and when is it not?

Resolution DM-0055-2020 requires a permit to fell or prune due to imminent danger, phytosanitary reasons, damage to infrastructure or for construction and expansion. Can I fell trees on land with natural forest?

Care is needed. MiAmbiente has restricted forest harvesting permits on properties with natural forest (Resolution DM-0587-2024 and current suspensions), so those cases have special treatment. What law regulates tree felling in Panama?

The general framework is the Forestry Law (Law 1 of February 3, 1994) and the resolutions of the Ministry of Environment (MiAmbiente), the authority competent to authorize felling and pruning.
